This particular strip doesn't advance the plot much, but it was vital for my own logic. How and why would such a thing as the MoQ exist? Simply because Vindalf needs a ride to far off countries isn't going to cut it. Here's what I got:
With Adventurers going all over the place in search of Treasure/XP/Revenge/Princess-in-trouble... it would be a mees. What if you send six guys to save the Princess and the dragon only eats three? Then what? The Ministry of Quests will authorize Adventurers and ensure there are no fights over the reward, except in court. In exchange for helping adventurers by giving them starting gear, maps, and leaving strategicly places boxes of loot around, the Ministry takes taxes on all treasure and Experiance Points collected on your quest. That's how they fund that branch of the government without raising taxes again.
Yes, they can tax XP. They tax everything else, right?
